Neelkamal Darbari, IAS, is a Secretary level Officer in Government of India, posted as Managing Director, SFAC (Small Farmers’ Agribusiness Consortium) in New Delhi. She is currently leading efforts towards expansion of eNAM and aggregation & economic inclusion of small and marginal farmers in agribusiness activities through the new initiative of GoI for promotion of 10,000 FPOs. Earlier, as Additional Chief Secretary (ACS) Agriculture and Horticulture, Rajasthan, she had been responsible for formulating outcomes based policy frameworks and promoting sustainable agricultural practices. She led the Global Rajasthan Agritech Meet (GRAM) by conceptualising and driving the campaign in key districts of Rajasthan to provide the right investment thrust in agribusiness for augmenting farmers’ incomes. As Joint Secretary and Advisor, National Disaster Management Authority (NDMA), was in charge of the first-ever Direct Benefit Transfer initiative under Prime Minister's Relief Fund during Jammu & Kashmir floods of 2014. She also steered the relief and rehabilitation initiatives of Government of India after the 2015 Nepal earthquake. She has also worked in key economic ministries as Joint Secretary, Chemical & Petrochemicals, and Director Steel, overseeing mega-projects for infrastructure development and leading the implementation of policy through cluster development programmes for plastics, polymers, and recycling industry. Gold Medalist in English, MBA from University of Southern Cross, Australia, and an MPhil in Public Policy, she is an occasional writer for newspapers and is also a film critic with a very committed clientele.
